You need to Inspect the 'Welcome to Joomla' message with your browser Developer Tools. It is a H1. Select each container in turn to see the styles applied. There is a div with id="mod-custom118" where I can see the background image style is inline. Outside that is a div with class="container-banner full-width" styled from template.css.
