The header (the beach scene) is full width. (if you mean the menu section, I think that is configured in Helix, not in SPPB).
You should be able to add custom CSS (template options or in custom.css) to make menu wider.
You have to tweak the sections that make up the page (the rows). For each row of the page, there's a setting called "fluid width" which I think is what you're after. But at the same time you will need to give a little space (padding or margins for left and right.).
The Helix template also has a "boxed" and "full width (fluid)" setting but it looks like it is already set at that.
Just reducing my browser window, to "mobile size" it adjusts nicely to the width of the viewing portal (the viewable space in the browser) with minimal margins on left and right.
